In the chapter "From level to character attributes" of the attributes article is already a comment section (written in ''cursive'') regarding changing the attribute distribution. When you believe in your idea you should add it there.

Now something regarding your idea itself: I believe it is too radical. It allows to turn your character 180° as often as you want. The new skill system already allows a lot of freedom at character development. The attribute distribution is the only thing that makes a difference between a fighter or a magican. When you could redistribute your attribute points at a whim there would be no reason to have multiple characters to experiment with different character types.
