This special item was an uncommon drop during the Doomsday Event.
Now one way to obtain it is from the Swamp Chest in the Keshlam Swamp for 1000 Treasure Keys, after 1000 Treasure Keys have first been spent to get the Flawed Lens. So 2000 Treasure Keys in total are needed. The drop chance for getting it from there is one in three.
It takes the Wedding Ring slot. Therefore, you can equip it alongside a Heart of Isis and a Ruby Ring, for example.
